HIVQUAL International emphasizes sustainability through development of quality management program infrastructure at the facility level and within the Ministry of Health to support quality management activities.
Education and training activities incorporate elements of infrastructure into basic quality management methodology training. Materials have been designed to guide providers in the development of practical strategies to develop their own systems for quality management.

The HIVQUAL International Organizational Assessment Tool:
The HIVQUAL Organizational Assessment Tool is used by HIVQUAL coaches and the in-country team to objectively assess the quality infrastructure in HIV clinics, and to target areas for development and improvement. Explicit scoring criteria have been developed for the tool, which can also be used for self-assessment by the facility.
